This document should be read in conjunction with the Overall Process document, and you should refer to the Stockist Pathway Process Flow Diagram contained within.
The Issuer is an entity responsible for maintaining the Badges that allow for verifiable communication between participants within the Stockist Pathway in accordance with the governance and technical standards set by the Scheme Administrator. They are required to cryptographically sign Badge Data with their vLEI to provide verifiable level of trust in the pathway.
The Issuer is an Controlled Entity within the Stockist Pathway, and its role is assigned to it by the Scheme Administrator.
This policy defines the responsibilities and obligations of Issuers within the Stockist Pathway. Issuers play a critical role in the integrity of the Smart Data Scheme by issuing verifiable credentials - such as the Agripreneur (AP) Badge and the Stockist Pathway Badge (SPG) - that underpin identity, reputation, and access to financial and service networks.
This policy applies to all authorized entities that issue badge templates within the Stockist Pathway, including those holding a Verifiable Legal Entity Identifier (vLEI) or equivalent recognized by the scheme. Issuers must operate in accordance with the governance rules set by the HAT Community Foundation and the operational standards defined by the Scheme Administrator.
This role is assigned to Kuza Biashara Ltd.
Further Issuers may be allocated at a later date, with each Issuer having their own distinct Stockist Pathway, requiring them to work with the Badge Issuer to define their own separate badges to issue.
